Different associations are formed each day to cater to some new kind of problems. Being a private organization it was formed by a private real estate developer. Although it may be operating on private terms it does not mean that is not subjected to the state policies. Different states have laws that help govern the activities of these kinds of associations, but this does not apply to all the states.

HOA first came into play during the mid-1900s. The original developers of the association were mainly land owners. As time progressed, more and more people made their way into the cities and this is the period in which such organizations gained popularity. With the now new and improved mode of transportation, people could easily access urban cities faster and in an effort to preserve the architecture that was set in places, such organizations were given the mandate to run affairs.

Basically how the whole thing works is that it grants certain privileges to the developer. This means that a developer is supposed to transfer ownership to a homeowner after the purchase has been done. In simple terms if say you wanted to acquire a home within a certain locality. You would be first required to join the association. By joining, you would be put under certain restrictions; thus, limiting your choices.

This association has a mandate to enforce levies on residents. If authorized they can issue out fines on defaulters. However, the owners have the power of defending themselves against such penalties. They can do this by suing the association for violation of contract. The leaders heading the associations can be either by the board or be elected by the members of the respective associations.

The number of reasons why this kind was formed was to promote marketing. By knowing what certain individuals wanted they could be able to talk to a person into acquiring a home in a certain residential area. They are tasked with the responsibility of making a neighborhood to look more appealing to potential home buyers; thus, attracting more customers. The more the customers there are means a higher rate of selling homes.

Number two is making sure that none of the rights of either of residents are violated. An example of rights that the residents enjoy is to elect the leader of that association. It is their paramount responsibility that everyone gets to exercise all their rights. In addition to this, they also make sure that the interests of residents are considered in every decision making process.

All the services that the residents are supposed to access should also be made available to them at all times and it is the responsibility of that body to see to this. It does not end there, they are also tasked with the duty of ensuring that all amenities reach each and every homeowner. There should be no complaints from the residents about anything as such complaints could prove to stain the reputation of property. This is an important aspect of making sure that all needs have been met and thus the market value of property is preserved.

Associations make it possible to access quality services as seen from the points mentioned earlier. However, this is usually not the case across the board.
